DUBUQUE, Iowa- Collins Community Credit Union is pleased to announce the promotion of Nicole Starks as Branch Manager in Dubuque, Iowa. Starks has been with Collins Community Credit Union for six years and was most recently the Assistant Branch Manager for the C Street SW branch in Cedar Rapids, Iowa.
