ALEXANDRIA, Va.– NCUA has issued two prohibition orders permanently prohibiting both from participating in the affairs of any federally insured depository institution.
Among those issued the prohibition order was Meaghan Brooks, a former employee of HAPO Community Credit Union, in Richland, Wash. Brooks was accused of stealing nearly $75,500 from HAPO Community Credit Union and charged with first-degree theft with aggravating circumstances in Benton County Superior Court on Aug. 9, 2022, according to TriCities Business News.
The alleged theft occurred between July 7, 2021, and Jan. 7, 2022, according to court documents.
The aggravating circumstance charge stemmed from the amount of money she allegedly stole, which court documents said was “substantially greater than typical for the offense.”
The TriCities Business News said Brooks was HAPO’s mobile branch finance service specialist until resigning from her position in January 2022, shortly after being notified HAPO was conducting an internal investigation into cash missing from the mobile ATM she oversaw.

Also issued a prohibition order was Gabriel Max Finkelstein, a former employee of Genisys Credit Union, in Auburn Hills, Mich.
An Order of Prohibition prohibits a party from ever working for a federally insured depository institution.
