Recommendations by Groups, Including NAFCU, Made to FCC Regarding Numbers on Do-Not-Originate List

WASHINGTON—The Federal Communications Commission (FCC) has received recommendations regarding its Report and Order requiring providers to block texts purporting to be from numbers on a reasonable Do-Not-Originate list, including that the FCC make available a single point of contact for text message blocking complaints.

NAFCU and CUNA joined with a group of organizations on an ex parte letter to the FCC.

The commission will meet next Thursday, March 16, to consider the Report and Order as well as a further notice of proposed rulemaking, which would require further blocking of illegal robotexts, expand Do-Not-Call protections to robotexts, and protect consumers from getting robotexts and robocalls from multiple, unexpected callers when they provide their consent on websites for comparison shopping.

Among the recommendations made by the groups to the FCC:

  • Enhance transparency and improving redress by requiring wireless mobile providers to also include a link to their response process that identifies the response code and other relevant information regarding the notification process
  • Seek comment on non-discrimination policies to determine whether or how the FCC can ensure competitively neutral and content neutral grounds for blocking when undertaken as part of the industry’s voluntary blocking program
