NCUA Bans 3 People From Credit Unions, Including Former CEO

ALEXANDRIA, Va.–NCUA has issued prohibition notices against three people, banning them from participating in the affairs of any federally insured depository institution.

Issued the notices were:

Tara Kewalis, a former President and CEO of Skyline Financial Federal Credit Union, Waterbury, Conn. In 2022, the U.S. Attorney’s Office Kewalis waived her right to be indicted and pleaded guilty before U.S. District Judge Janet C. Hall in New Haven to embezzling from the credit union.

According to court documents and statements made in court, from approximately September 2016 until her employment was terminated in March 2021, Kewalis used her position to access the credit union’s accounting system to create fraudulent accounts and make fraudulent entries, and steal $254,532 in credit union funds.

Kewalis pleaded guilty to one count of embezzlement by a credit union officer or employee, an offense that carries a maximum term of imprisonment of 30 years. 

Also Issued Orders

Also issued orders were:

  • Randi Marie Fisher, a former employee of Vantage Trust Federal Credit Union, Wilkes Barre, Penn.
  • Shelton Jordan, Sr., a former Supervisory Committee chairman of Portsmouth Schools Federal Credit Union, Portsmouth, Va.

In addition to Orders of Prohibition, the agency said that on occasion, issues administrative orders, which are formal, legally enforceable orders issued pursuant to Section 206 of the Federal Credit Union Act. Generally, the NCUA issues administrative orders when it finds that a credit union — or persons affiliated with a credit union — have violated a law, rule, or regulation; breached a fiduciary duty; or engaged in an unsafe or unsound practice.
