Local Nonprofit Already Under Investigation Subject of Complaint by Credit Union

ROCHESTER, N.Y.–A local nonprofit that is currently under investigation for allegedly mismanaging taxpayer dollars meant to help a dozen community outreach organizations is also now the subject of a complaint filed by ESL Federal Credit Union.

According to WHAM, ESL FCU filed a complaint against the Community Resource Collaborative (CRC) that lists five outstanding balances, including an overdrawn checking account.

$180,000 in Question

According to the lawsuit, WHAM reported ESL entered into several agreements with the CRC in 2023, including:

  • In January of that year, CRC opened a business checking account, which, as of March 4, allegedly remains overdrawn to the amount of $29,016.08
  • ESL approved the CRC's request for a business credit card that had a limit of $5,000 in February 2023; more than $5,000 is allegedly owed there with interest
  • The CRC borrowed $32,200 from ESL as part of a business loan agreement in April 2023; the balance with interest owed on that allegedly amounts to more than $24,000
  • In August 2023, ESL approved the CRC's request for a business overdraft of up to $5,000; that is allegedly owed in its entirety, plus interest
  • That same month, $125,000 was also borrowed and there remains a balance of more than $124,000

The money outlined amounts to more than $180,000, noted WHAM in its report.

‘Just Another Debtor’

"That just demonstrates another ill-advised move by CRC to go to ESL and borrow those funds and now, there could be just another debtor added to the long list," Steve Brew, the Republican Conference Leader for the Monroe County Legislature told WHAM.

Monroe County is currently conducting a forensic audit of the CRC through independent auditors. No timeline has been given on when the audit will be complete and legislators are still waiting for answers, according to the report.
