DCUC Presses Lawmakers To Keep CLF, CDFI Wins In Final Defense Bill As Negotiations Intensify

WASHINGTON--The FY2026 National Defense Authorization Act (NDAA) has passed both the House and Senate, and informal conference committee discussions are now underway, the Defense Credit Union Council noted, adding that committees are seeking final sign-offs on outstanding provisions by Friday. 

The trade group has stated that with activity on Capital Hill stalled due to the shutdown, the NDAA could become a bigger target for amendments, and is watching any developments there closely.

Two key DCUC priorities are included in the Senate-passed version of the bill, the trade group stated: 

• CLF and DFI Provisions: These provisions, supported on a bipartisan basis, strengthen the Central Liquidity Facility (CLF) and Defense Financial Institution (DFI) protections and funding, DCUC said. (See DCUC's letter urging the CLF inclusion) 

• CDFI Provisions: DCUC’s long-supported language from Sen. Kevin Cramer and Alex Padilla in support of the CLF is also incorporated in the Senate version. (See DCUC's letter here)

Also, Monday DCUC President/CEO Anthony Hernandez sent letters to the chairs and ranking members of the House Armed Services and Financial Services Committees, urging conferees to retain these critical provisions in the final NDAA."DCUC will continue outreach throughout the week, engaging with members of Congress and activating its network of CEOs and advocacy champions to reinforce this message," the trade group said.
