D. Michael Riley, Long-Time NCUA Leader Who Was With Agency During Turbulent Period, Passes Away

EATON, Md.–D. Michael Riley, the long-time executive with NCUA who was involved in numerous pivotal decisions, has died. Mr. Riley was 77.

He is survived by his wife of 41 years, Lori.

Riley joined NCUA as a field examiner in 1972 and worked his way up to director of office programs by 1985. That position involved overseeing the newly capitalized NCUSIF, the Central Liquidity Facility and NCUA’s supervision and examination programs, noted Chip Filson in a posting on his blog. Riley succeeded Filson at NCUA in the position.

In 1982, Riley was reassigned from NCUA’s Central Office to become director of the then Region Six, the Western part of the United States. 

‘Epicenter of Problems’

“California was the epicenter of problem credit unions exacerbated by double digit inflation and unemployment and the number of  credit unions,” noted Filson. Riley was 35 when named to the post.

“He had the ability to work with everyone, but was not a ‘yes’ person,” said Filson of Riley.

Riley also testified on behalf of NCUA before Congress.

Riley was with the agency at the time financial services was being deregulated, which also led to tremendous change, and was there during the savings and loan crisis and the resulting crisis with the FSLIC, and the failures of privately-insured institutions in several states.

Memorial Service Planned

He served as director of programs from 1985-95, and later served as director of NCUA’s Office of Examination and Insurance.

After leaving NCUA, Riley offered consulting services to credit unions.

A memorial service for Riley, who is survived by his wife, Lori, will be held Fed. 10 in Easton, Md.
