CDFI Fund Releases Updated Guidance, Geographic Eligibility for Several Programs

WASHINGTON–The U.S. Department of the Treasury’s Community Development Financial Institutions Fund (CDFI Fund) has released updated guidance and geographic eligibility data files for several programs.

Those programs include CDFI Certification, the Community Development Financial Institutions Program (CDFI Program), Native American CDFI Assistance Program (NACA Program), Bank Enterprise Award Program (BEA Program), New Markets Tax Credit Program (NMTC Program), and CDFI Rapid Response Program (CDFI RRP Program).

The updated information is based on more recent, Census Bureau 2016-2020 American Community Survey (ACS) five-year estimates data and 2020 Decennial Census data, and is “part of a larger effort to ensure that the data used to determine the eligibility for CDFI Certification and CDFI Fund programs is current and reflective of current socioeconomic and demographic information,” Treasury said.

Treasury said the files for the following programs are available:

CDFI/NACA/CDFI RRP Programs

NMTC Program

BEA Program

Updated FAQs Documents

In addition, Treasury said the CDFI Fund is providing updated FAQs documents with additional questions and answers to address implementation and transition issues that have been raised since the documents were first released in 2023. The updated FAQs document can be found on the CDFI Fund’s website at cdfifund.gov/research, under Program Eligibility Guidance.

Other Submissions

According to Treasury, all CDFI Program, NACA Program, and CDFI RRP Program Financial Assistance Award Recipients may continue using the ACS 2011-2015 five-year data series for their TLR submissions until June 30, 2024.

Any TLR submission whose deadline falls after June 30, 2024, must use the ACS 2016-2020 5-year data series for determining eligibility of their transactions. The 2016-2020 data has been deployed in AMIS.
